Second Class Citizen
You've got to hear this to believe it...
A direct sequel to the previous post here. Having followed the processes that a law-abiding citizen should do, I reported the Hal J (mk2) accounts for harassment of myself to West Midlands’ Finest....
It takes some determination to set up an encrypted email address, two substack accounts solely for the purposes of discrediting me, causing damage, and therefore would certainly constitute the offence of s2 harassment as per the Protection from Harassment Act 1997:
1)A person must not pursue a course of conduct—
(a)which amounts to harassment of another, and
(b)which he knows or ought to know amounts to harassment of the other.
The effort required to hassle me and steps to prevent detection suggest that Hal J knows/knew what they are doing is unlawful.
Also, I am a private citizen now, not a public office holder, Nolan doesn’t apply to me (though I do try to live by an ethical code- like a Samurai), so there is no public interest or wider implications by comparison to my initial whistleblowing on Wayne Brown.
What is not frequently mentioned is that my initial correspondence to Brackenridge (remember that guy?) invited the Fire Authority to do due diligence on Wayne Brown. Had they done that, any normal organisation would have located the ‘issues’ and Mr Brown would have left town quietly and quickly, most likely with a respectable pension and certanly still breathing.
It was his and the organisation’s choice to escalate and weaponise those concerns against me. They started a war thinking an easy victory was on the cards. The early, halcyon days of "“high-fives” at HQ were over time, ground down as the truth was slowly dragged from it’s long and deeply buried grave.
Two Tier or Bum Steer?
Wayne Brown’s allegations were centred around receipt of harassment from an alias using “Hal J” and halj@outlook.com. Brown was explicit that he considered it to be me, but the West Midlands Police forensic analysis exonerated me after checking all of my IT equipment (whilst disrupting my business terribly). It is unknown whether Brown was made aware of this (by the Police) before his death.
Now, when Brown made these allegations, West Midlands Police rolled out the red carpet, involvement of an Assistant Chief Constable, a Senior Investigating Officer and full team at his disposal, the “Joint Comms Strategy” with the Fire Service, and of course, who could forget, the high profile ‘punishment arrest’ at Birmingham Airport.
I’ve previously mentioned DI now DCI Jon Kiteley’s comments to Barbra Campbell and I at Perry Barr, “The Force doesn’t want to be called racist by a prominent black public office holder.” He’s come a long way to be considering political ramifications from the good old bad old days of being spotted by a shocked citizen on the upper deck of the no5 bus (IYKYK- one there for the Cops that read this- nice one lads).
In short, I wasn’t expecting to receive the kid gloves treatment that Brown did, but I certainly wasn’t expecting the below. You can hear my frustration as I’m being talked over by this officer who is clearly following a script. How can there be previous complaints about the “Hal J” harassment of me?
Wrong, wrong and wrong again.
The PC on the phone has now put West Midlands Police into an extremely difficult position. Because I made EXACTLY the same complaint as Wayne Brown did- that I was being harassed by someone using the alias “Hal J”.
According to the Officer on the phone this is a civil matter and the police cannot get involved. A considerable difference to how Brown was treated when it was very much a criminal matter. So much so that they spent two years trying to pin it on me, the second of those to frame me for “unlawful act manslaughter” and potentially 15 years inside. Therefore, if this is not a criminal matter that the Police deal with then why was I even arrested? Why wasn’t Brown advised it was not a Police matter? Is this an admission of the unlawfulness of the whole debacle?
Defamation claims- they’re great if you’ve a spare £100k in your pocket. Have many of the three million citizens in this region got that as spare change? Because I was told that is your option if you are being harassed and you’re apparently not someone that is useful to WMP.
Civil Proceedings- the PC doesn’t understand that to bring a claim in civil proceedings, there needs to be a known defendant, what would she recommend that I fill in on the form below?
Judge Mental.
If this is now the accepted approach and the police are recommending recourse to the civil courts with unknown defendants, what do they really expect the Judiciary to do?
I’d recommend the approach selective consciousness such as that espoused by Rene Descartes in his famous maxim cogito, ergo sum—"I think, therefore I am"- If we think there is a Hal J, is there? Does he exist.
However, it would be unfortunate if a Judge advocated more for Soren Kierkegaard’s existentialist approach as one’s claim would fall upon deaf ears.
Ridiculous and forgive my facetiousness here, but it still makes more sense than the twaddle that Plod provided via telephone this morning. They’ve never sounded so surreal.
The unspoken truth.
There are many differences between Wayne Brown and myself, he was a much bigger man physically at 6’3”, I’m 5’10” (on a good day), he was 115kg (250lbs), I fight at 81kg (178lb) and natural weight about 85kg (185 lb), but the elephant in the room is the Brown was Black of Jamaican heritage, whilst I’m white-ish, descended from Smethwick Bargees.
What can’t be denied here is that Brown made EXACTLY the same complaint to the police as I have, and yet the outcomes have been radically different. For Brown, the works and a two-year witch hunt against myself with the kitchen sink thrown at it, resulting in catastrophic damages, versus the nonsensical diatribe presented to me- effectively told to “Piss Off” by a Police Spokesperson.
This is the discrimination that isn’t fashionable, not jumped on by Guardian readers or appealing to any ‘social justice warriors’- it is second class citizenry by any other name.

The problem that West Midlands Police have here is only getting bigger for them. It is extremely rare that circumstances converge to the extent that an exact repetition of a complaint is put in by the originally accused party. Normally one would be fobbed off with “If you’d have complained then we would have dealt with it exactly the same way.”
Well, now I have. And they haven’t.
